[Javascript] OnMouseOver in Mozilla

Write my own mouseover?  I thought onmouseover was a built-in Javascript Events that are part of the JavaScript language itself.  All Dreamweaver does is write the code OnMouseOver("  ").  How OnMouseOver actually runs is determined by the Browser when it encounters the OnMouseOver keyword.  It doesn't make sense that I would have to rewrite a JavaScript Event.  Why would it run fine in Explorer?  Thanks.
